OFT onderzoekt concentratie Britse auditmarkt
De Office of Fair Trading (OFT) start een onderzoek naar de concurrentie in de Britse markt voor accountantscontrole. De mededingingsautoriteit zegt genoeg aanwijzingen te hebben dat die markt niet goed functioneert.
Tot een doorverwijzing naar de Competition Commission, de instantie die uiteindelijk ook daadwerkelijk maatregelen kan treffen en sancties op kan leggen, komt het vooralsnog niet.
"The OFT has provisionally decided that there are competition problems in the audit market that pass the statutory test for referral to the Competition Commission. However, it is now to discuss with interested bodies whether, in practice, potential remedies exist that could allow the Commission to resolve these problems."
De OFT maakt zich al langer zorgen over de concentratie in de auditmarkt, die wordt beheerst door de big four.
"OFT has now reached the provisional view that there are reasonable grounds for suspecting that there are features of the market that restrict, distort or prevent competition in the UK."
De toezichthouder ziet zijn vermoedens ook bevestigd in het onlangs uitgebrachte rapport van de Hogerhuiscommissie die het openbare accountantsberoep onder de loep nam naar aanleiding van de financiële crisis.
"Having reached this provisional view, the OFT needs to decide whether or not to exercise its discretion to make a reference of the market to the Competition Commission. A key consideration is whether there is a reasonable chance that appropriate remedies will be available to the Competition Commission. It will also be important to assess the relative benefits of action at international or UK level. To consider these issues further, the OFT will therefore be conducting a number of roundtables and bilateral discussions with selected parties in May and June."
Later dit jaar zal een consultatie moeten uitwijzen of het tot een verwijzing naar de Competition Commission komt.
De Financial Reporting Council (FRC), die onder andere toezicht houdt op accounants, zegt in een korte verklaring blij te zijn dat de mededingingsautoriteit de concentratie in de auditmarkt nu gaat onderzoeken.
"We welcome the OFT's announcement. Having explored ideas for addressing these issues through our Market Participants Group it has become clear to us that the competition authorities are better placed than audit regulators to tackle competition concerns. The OFT will bring both expertise and a fresh perspective to an area of real importance to the future success of our capital markets."
Ook de grote en middelgrote accountantskantoren hebben inmiddels positief gereageerd op het aangekondigde onderzoek, zo meldt Accountancy Magazine.
