BDO: 'Schrappen verplichte joint audit gemiste kans'

BDO UK vindt de bijgestelde hervormingsplannen van Eurocommissaris Barnier een ‘gemiste kans' voor hervorming van de auditmarkt. Het mid tier kantoor is vooral teleurgesteld over het vervallen van de verplichte joint audit.

In een eerste snelle reactie op de vanmorgen gepubliceerde plannen van Barnier voor hervorming van de auditmarkt laat het kantoor weten - "if the reports of the contents of the revised EU audit proposals are accurate" - teleurgesteld te zijn. 

Volgens James Roberts, senior BDO audit partner, is te veel geluisterd naar "lobbying and extensive influence of the largest firms". 

Daarbij richt BDO zich ogenschijnlijk alleen op het in het vorig jaar door Barnier gepubliceerde Groenboek nog wel opgenomen voornemen tot verplichtstelling van de joint audit. De scheiding van controle en advies, verplichte kantoorroulatie en opsplitsing van grote kantoren in een audit- en adviesdeel, heeft Barnier in de jongste voorstellen namelijk gehandhaafd. 

Die voorstellen acht BDO UK voor de markt echter eerder een verslechtering dan verbetering. 

Roberts: "There is some irony that proposals to address concentration, independence and quality in the audit market have been so turned on their head through the lobbying and extensive influence of the largest firms. The remaining proposals appear to be worse for the market than no proposals at all." 

Verder meldt het persbericht: 

"That market reform is required is not in doubt. Market participants, including investors and regulators have been calling for it for some time. Commissioner Barnier's original proposals would have achieved this - in particular the requirements for the largest companies to have joint audits would have de-risked the market which is so dominated by only four firms at present and brought real independence to the audit process. Retendering requirements also seem to have been replaced by a cruder rotation requirement, which may well have the effect of increasing market concentration, already at a critical and unhealthy level."
